Mr. Pallegar is a graduate from the University of South Florida and Stetson University College of Law. He is a Former Pinellas County Assistant State Attorney and has over tried over 100 criminal trials to verdict. As a prosecutor in Pinellas County, Mr. Pallegar completed many seminars related to DUI and domestic violence prosecution. These seminars included techniques used by law enforcement to detect alcohol impairment, drug impairment and a combination of both. The combination of being under the influence of both drugs and alcohol is known as the synergistic effect and is commonly used by prosecutors to prove DUI cases if there is evidence of both. Drug impairment is proven through requesting or requiring the defendant, if there has been a crash with injury, to provide a blood sample or requesting a urine sample. His DUI training and experience is extensive. It includes completion of the Florida Traffic Safety Resource Prosecutor Program (TSRP) Drugged Driving Seminar. After attending this seminar, Mr. Pallegar learned of the methods used by law enforcement officers to detect drivers operating a motor vehicle under the influence of drugs. In addition to completing DUI Trial Advocacy School he has attended and completed an Advanced DUI Seminar held by the Traffic Safety Resource Prosecutor Program. Furthermore, Mr. Pallegar has tried countless DUI cases involving drugs, alcohol and a combination of both.
Mr. Pallegar is a member of the United States District Court for the Middle District of Florida.
When he is not in the courtroom, Mr. Pallegar volunteers a large amount of time to various charitable organizations. In the past he has been appointed to be the legal liaison director for St. Judes Veterans Resource Center. The primary purpose of this organization is to eradicate homelessness in the veteran community. He is also an active tutor in the Lawyers for Literacy Program and sits on various committees in the St. Petersburg area.
